Philadelphia Housing Authority was awarded a Choice Neighborhoods Implementation Grant to revitalize the North Central neighborhood. Norris Apartments Phase III is the third of five phases to be developed in this neighborhood. This phase will in part replace a low-rise development dating back to late 1959 and early 1960. The development is bound by Marvine Street to the west, 11th Street to the east, West Norris Street to the south, and a portion of Diamond Street.
This phase will consist of 50 newly-constructed apartments in six three-story buildings, which will also include 26 townhomes. The apartment complex will seek to achieve certification from LEED for Homes, EnergyStar, and Enterprise Green Communities. In addition to the residences, a new mixed-use, three-story community building will house assembly, classroom, and office spaces.
This project was partially financed utilizing Low Income Housing Tax Credit (LIHTC).
