Formerly known as the Mill Creek Development, Lucien E. Blackwell Homes Phase I, is located between 44th and 47th Streets, and between Fairmount Avenue and Brown Street in West Philadelphia. Lucien Blackwell is a mixed income development, consisting of 80 rental and 40 home ownership units. Included in the building construction is a fully accessible rental management office.
Phase III was a mixed income development, consisting of 80 rental and 25 home ownership units. Twelve rental units are wheelchair accessible; one home ownership unit is wheelchair adaptable; two rental units and one home ownership unit is equipped for the hearing impaired.
Housing types are two and three-story, twins and row houses, single family and duplexes.
